Notice on Launching the "One-Stop" Special Campaign for Supporting Innovation Policies in Technology-Based Enterprises (MIIT Joint High-Tech Letter [Year 2026] No. 346)

To the Departments of Industry and Information Technology, Science and Technology Departments (Commissions/Bureaus), Finance Departments (Bureaus), Emergency Management Departments (Bureaus), Market Regulation Departments (Bureaus/Commissions), and Intellectual Property Offices in all provinces, autonomous regions, municipalities directly under the Central Government, and planned single cities; to the General Administration of Customs; to the State Taxation Administration's tax bureaus in all provinces, autonomous regions, municipalities directly under the Central Government, and planned single cities; and to the Market Regulation Bureau of the Xinjiang Production and Construction Corps:

To fully implement the decisions and deployments of the CPC Central Committee and the State Council on optimizing government services and promoting "handling one thing efficiently," in accordance with relevant requirements outlined in the General Office of the State Council's "Opinions on Improving the Normalized Promotion Mechanism for Key Matters of Handling One Thing Efficiently" (Guo Ban Fa [Year 2025] No. 24) and the "List of Priority Matters for 'Handling One Thing Efficiently' in Year 2026 (First Batch)" (Guo Ban Han [Year 2026] No. 2), this initiative aims to streamline the process for policy support on innovation by technology enterprises (using high-tech enterprises as an example, hereinafter referred to as "One Thing") and enhance the sense of gain for businesses. Accordingly, a special campaign is being launched targeting high-tech enterprises to effectively execute the "One Thing" action for policy support on innovation by technology enterprises. The relevant matters are notified as follows:

I. General Requirements

Guided by the Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress and all plenary sessions of the 20th Central Committee. We will promote "one-stop" services as a key measure to strengthen enterprises' role in technological innovation, cultivate and develop new quality productive forces, and advance the deep integration of technological and industrial innovation. Focusing on the evaluation and certification of high-tech enterprises, we will advance data sharing, optimize service systems, and strengthen information verification to effectively improve the efficiency of high-tech enterprise evaluation and certification.

II. Key Tasks

1. Enhance data sharing.Advance data verification and sharing for high-tech enterprise evaluation and certification. This includes verifying corporate audit reports with the Ministry of Finance's unified regulatory platform for certified public accountants, confirming penalties for major and extremely serious production safety accidents with the Ministry of Emergency Management, sharing import/export data and verifying customs trust status and penalties with Customs authorities, validating tax information with tax authorities, checking administrative penalty records and business license details as well as sharing quality management system certifications with market regulation authorities, and sharing intellectual property information with IP authorities. Data should be shared via the National Government Service Platform whenever possible. For inter-departmental sharing at the State Council level, prioritize "central-to-central" mechanisms. Where data can be shared among local departments, relevant high-tech enterprise certification agencies shall coordinate with local counterparts to implement it. Certification agencies are encouraged to continuously expand the scope and content of government data sharing based on actual needs.Complete by the end of 7 in 2026 and continue advancing.

2. Strengthen system safeguards.The Ministry of Industry and Information Technology has upgraded the High-Tech Enterprise Certification Management System (hereinafter referred to as the "High-Tech System") to provide data interoperability channels, pre-filled declaration information, and cross-verification services for regional "One-Thing" initiatives. Recognition agencies shall primarily rely on the High-Tech System to carry out "One-Thing" operations. If a regional sub-node is established to support these operations, it must comply with the High-Tech System integration requirements and local government information system construction standards.(Complete by the end of 8 in 2026)

3. Promote data utilization.Certification agencies shall leverage the High-Tech Enterprise System to pre-fill enterprise application data. In accordance with the "Measures for the Administration of High-Tech Enterprise Certification," enterprises will no longer be required to manually input data that can be obtained through government data sharing. To ensure robust cross-verification, certification agencies and participating departments under the "One Event" initiative must determine appropriate verification methods and frequencies based on local conditions. These efforts should facilitate cross-checking of enterprise application data during expert review stages, thoroughly validating the authenticity and accuracy of all submitted information.Complete by the end of 8 in 2026 and continue advancing.

4. Enhance supporting services.Each certification body shall prepare accurate, standardized, clear, and easy-to-understand "One-Thing" service guides and flowcharts, and publish them through both online and offline channels. Establish and improve "One-Thing" work standards, strengthen training for staff, and continuously enhance service capabilities and quality. Conduct a comprehensive review and revise any processes or regulations incompatible with the "One-Thing" approach, and implement a dynamic optimization mechanism to genuinely improve efficiency and user experience. Open up feedback channels for "One-Thing" services, respond promptly and accurately to enterprise inquiries and complaints, and dynamically optimize service workflows based on enterprise needs, continuously improving service effectiveness and quality.(Complete by the end of 8 in 2026)

5. Carry out promotion and publicity.All certification agencies should fully leverage government websites, news media, and new government digital platforms to timely release interpretations of "One Thing" initiatives and highlight achievements. They must proactively address misinformation by issuing clarifications, debunking rumors, and resolving concerns to genuinely enhance public awareness and enterprise satisfaction. Additionally, agencies should promptly summarize and disseminate best practices by thoroughly analyzing key highlights, proven methodologies, and existing challenges, while continuously improving operations. Relevant updates should be reported regularly. We will actively promote the adoption of successful local innovations across multiple regions, consolidating and sharing effective approaches nationwide.Complete by the end of 9 in 2026 and continue advancing.

6. Ensure data security.All certification bodies must strictly implement regulations such as the "Data Security Law of the People's Republic of China" and the "Regulations on Government Data Sharing." Establish robust government data sharing security management systems, clearly define primary responsibilities for security, and ensure end-to-end protection across data sharing, storage, processing, and usage. Strengthen log retention, risk monitoring, and emergency response measures to prevent data breaches. Unauthorized expansion of usage scope or disclosure to third parties is strictly prohibited to ensure secure and compliant operation of government data.(In Progress)

3. Organizational Support

The Ministry of Industry and Information Technology (MIIT) has established a "One-Thing" coordination mechanism to strengthen business guidance and address critical challenges. All certification bodies must fully assume their lead responsibilities, ensuring both standardization and convenience, and establish a routine promotion mechanism to implement the "One-Thing" initiative effectively according to local conditions. Relevant departments across regions—including those in industry and information technology, science and technology, finance, emergency management, taxation, market regulation, and intellectual property—should collaborate to optimize processes, ensure seamless business handovers, and integrate systems, thereby creating a unified effort. We encourage regions to innovate with practical and effective measures, provided that work quality is maintained and compliance with cybersecurity, data security, and artificial intelligence large model application security requirements is ensured. The MIIT will assess and optimize implementation at the local level, coordinate solutions for common issues, and ensure all tasks are executed thoroughly and without deviation.
